Your accusation states that the "Officer couldn't dredge up anything else" when arresting someone for small amounts... This is a direct contradiction to his statement that if he DOES arrest someone for small amounts, it's because they were already arrested, and what he finds he has to report, or they were just being an ass. If he's trying to work with someone to find out info, and you're being an ass, you bet he's gonna bust you on that.
One more thing. Why is it so easy to forget that officers HAVE to uphold the law! This isn't a case where "if he was cool, he'd let me go." If he does not report something, he gets fired and his family suffers. Let's not forget that the possessor is the one who broke the law. If there was no fear of officers, there would be no control.
