The difference is a matter of citizens' rights being more important than the rights of the government. Police officers are representatives of the government and as such the people must be allowed to protect themselves in any way possible. If people are not allowed to protect themselves from their government the government can and in most cases will start to abuse its power. America is no exception; in fact it has already begun to happen here because people are either to ignorant of their rights, or to afraid to exercise them. That's not the country I want to live in.
