Only cops are delegated by the rest of us to, when necessary, use violence on our behalf. Mechanics, surgeons, teachers, lawyers - we give none of these the power to lawfully hurt, kill or incarcerate others. So cops are unique, and require unique methods of control. Most jurisdictions exert inadequate control, because it's difficult to ride herd on civil servants who are selected precisely for their strength and hardness. But control we must; when cops are on the job they are not private citizens (and thus free from videotaping) but the sharp point of society. We must require maximum scrutiny to maintain their punctiliousness. It's just part of the (difficult) job.
